THE STATE OF INTRODUCTION OF ELECTRONIC EDUCATION IN HIGHER EDUCATIONAL INSTITUTIONS OF UKRAINE

Abstract
The article presents an actual analysis of the state of implementation of the various levels of accreditation of modern information and communication technologies by Ukrainian higher education institutions in the learning process. The issue of legal regulation of the use of electronic education in the process of learning was researched. After conducting research, we arrive at the conclusion that higher education institutions, at their discretion, and more precisely at their risk, introduce electronic education, independently develop the necessary rules and conditions for its receipt. Today’s educational space is changing at a rapid pace, which has not been observed in history. The processes transforming its form and content, the main meanings, functions, goals, and means of achieving them reach the foundations of traditional education. Educational systems of HEI of European countries successfully implement modern ICTs, creating new forms of educational activities. Due to the emergence of technologies of electronic education, a phenomenon of e-education emerged, the development of which is a topical issue for the Ukrainian educational environment of HEI. At the same time, the processes of globalization, raising the level of social mobility are actualized. It is within these processes that the process of academic mobility is intensified, when students and lecturers from different countries for some time study or work in other national systems of higher education, changing their own values and norms, as they are different from the usual socio-cultural conditions. Today, the system of higher education in Ukraine needs to be transformed and modernized in accordance with the demands of the modern world society. We conclude that at the legislative level, it is necessary to approve the program, ways of implementing e-education through the use of ICT in HEI for the same understanding and use of modern technologies in education, systematic change of traditional approaches to education, and the formation of a single informational educational space.
