THE STATUS OF PUBLIC OFFICERS ON THE EXAMPLE OF SYSTEM SOLUTIONS

Abstract
The present article examines the position of public officers throughout political systems in history. The introduction describes social reforms affecting the status of the state administration. It also discusses the issues relating to state governance and focuses on civil servant-related ethical issues. In its final part, the paper discusses the problem of leadership in historical perspective.
