THE SYSTEM OF STRATEGIC COMMUNICATIONS IN PUBLIC ADMINISTRATION

Abstract
The article summarizes and discloses the content of defined, by NATO standards, 17 components of strategic communications and their classification is made. On the basis of the systematic approach, they are grouped into four units: the interactive unit – public diplomacy, the involvement of a key leader, media relations, relations of public authorities with each other, public relations, internal communication; the information and psychological unit – informational, psychological, special operations; the technical unit – cybernetic security, confrontation in the electromagnetic space; the military unit – a unit of military cooperation, a unit of civil and military cooperation, documenting events, military measures in support of public diplomacy, security operations, physical influence, measures of active influence. The system of strategic communications in public administration, which is formed by the subjects of strategic communications and represents the activity of state and non-state institutions coordinated according to goals and strategic priorities on the basis of information interaction; consists of the goal, ideas, tasks, functions, principles, methods; is an activity carried out in connection with the implementation of state strategies and aimed at public information relations, in particular on their formation and development, regulation and security.
