THE THEORETICAL FOUNDATIONS OF CYCLICAL ECONOMIC DEVELOPMENT AND NECESSITY OF PROCYCLICAL REGULATION OF THE ECONOMY

Abstract
The theoretical and methodological principles and regularities of cyclic economic development are researched. The objective nature of crisis phenomena is determined, approaches for implementation of adaptive system of the economy regulation, which takes into account the features of cyclic development, are determined. The necessity of reforming mechanisms for crisis prevention and consequences mitigating of their actions through introduction of procyclic regulation of the economy and implementation of macroprudential policy is substantiated. This allows to ensure and maintain macroeconomic and financial stability through the implementation of prudent monetary and fiscal policies.
