THEORETICAL AND LEGAL BASIS OF THE QUALIFICATION OF ADMINISTRATIVE OFFENSES

Abstract
Article examines the theoretical and legal basis of the qualification of administrative violations in the conditions of reforming administrative legislation. It is noted that in the context of priority protection of human rights and freedoms in administrative law, it is important to theoretically analyze the qualifications of administrative offenses, since the proper qualification of an administrative offense is a condition for the effectiveness of administrative responsibility and respect for the rights, freedoms and interests of participants in the administrative process.
