THEORETICAL AND LEGAL CHARACTERISTICS OF THE TRANSFORMATION OF THE STATUS OF LOCAL GOVERNMENT ADMINISTRATION IN THE CONDITIONS OF POWER DECENTRALIZATION

Abstract
In the article is devoted to the problems reformations in local state administration. There are defined problems of decentralization reforms in Ukraine. It is concluded that the reforms are related to the creation of the institution of the prefects, the key competencies of which are the following ones to oversee the observance of the constitutional norms and the requirements of the current legislation in Ukraine by local governments.
