THEORETICAL AND METHODOLOGICAL ASPECTS OF THE FOUNDATION OF TOURISM PHENOMEN AS A SOCIAL INSTITUTION OF THE STATE

Abstract
In the article the tourism is considered as a complex social phenomenon that manifests itself as a multicul- tural component associated with the development of economics, politics, culture, education, sport, recreation, recreation, spirituality, etc. It is indicated that modern tourism is an extremely important and complex social phenomenon that influences the livelihoods of many people. Its hectic development causes the urgent need for clear scientific substantiation of the essential features that determine the multi-vector impact of tourism on the personand society in general. It is proved that the following concepts apply to the theoretical substantiation of the phenomenon of tourism as the social institution, its nature and characteristics: «tourism branch», «tour- ism sphere» and «tourism industry».Interpretation of these definitions is given taking into account documents of international and domestic law and scientific researches. The main emphasis is on theoretical substantiation of the social phenomenon of tourism by representatives of the scientific schools of tourism science and public administration.
