TO THE QUESTIONNAIRE ON THE SUPPLY SOCIAL AND ECONOMIC RIGHTS OF CITIZENS AT CRISIS CONDITIONS AND THE ROLE IN THESE STATE-PRIVATE PARTNERSHIPS

Abstract
At the present stage it appears to be impossible to effectively provide for implementation of social and economic human rights at the expense of the state budget. A massive crisis of public financing in Ukraine formulates a new task for the legal science, which is to develop new tools of social infrastructure development. In this regard, public-private partnerships represent a very efficient, a recognized tool for infrastructure development without substantial budgetary financing. The role and importance of the PPP tool in a legal mechanism of the social and economic rights implementation is yet to be assessed.
