TRANSNATIONAL CRIME COUNTERACTION: THE CLUSTER MODEL

Abstract
The article reveals with the logic, mechanism and main parameters for designing of the cross-border crime counteraction system. The interrelation of the concepts of “transnational” and “cross-border” crime has been revealed. The structure of the cluster system of transnational crime counteraction in the field of cross-border relations has been presented based on the criminological policy model that had been previously proposed by the author. The hypothesis on the effectiveness of the cluster bilateral system of cross-border crime counteraction (hereinafter – the system) at any sector of the state border as well as at the border territory of adjacent states has been substantiated. In particular, the following conditions of its efficiency have been determined: 1) system bilateralism is the simultaneous, joint use of efforts to counter crime in the adjacent states, 2) cluster structure of the system is stipulated by the criminological forecast based on the identified criminal risks in various spheres of cross-border relations, 3) stability of the system is the format of bilateral interstate programs on the basis of non-conflict issues, which eliminates the influence of political factors on the stability of the entire system.
