Trends of forming interbudgetary relations in the context of promoting of sustainable regional development

Abstract
The theoretical and practical aspects of formation of interbudgetary relations are highlighted in the article and the necessity of their financial regulation is substantiated. The mechanism and components of inter-budgetary relations are explored. The analysis of dynamics and structure of interbudgetary transfers in Ukraine is carried out. The classification of instruments of interbudgetary regulation is presented. An analysis of budget expenditures for 2016 showed that implementation of intergovernmental fiscal reforms has positive results, despite the difficult financial and economic situation in the country and the government ensures the fulfillment of all obligations under the budget law, in particular in part of the intergovernmental budget.
