Urban agglomerations: legislative initiative proposition

Abstract
The article is devoted to the definition of "urban agglomeration" and distinguishing it from close in essence concepts in the light of the urbanization general trend and the creation of new municipal facilities, which necessitates changes in urban planning and policy. The provisions of the regulation of wastewater treatment, ambient air quality assessment and management and the assessment and management of environmental noise in urban agglomeration in the aquis of the European Union were analized The main purpose of consolidation of urban agglomerations aspirations is the development and improvement of urban life and infrastructure. It was proposed to define in law the concept of "urban agglomeration" in order to ensure the development and implementation of appropriate guidelines for planning and development of their areas in Ukraine. A differentiated approach to a variety of urban agglomerations and on this basis the development of appropriate guidelines for their planning and development will provide an unified system of social and economic development, taking into account the architectural environment.
