Use of the FCTC (Framework Convention on Tobacco Control) or Framework Convention on World Health Organization’s Tobacco Control on the use in workshops on the example of medical facilities

Abstract

Introduction and purpose: Currently, 9 mln people – about 29% of adults – use tobacco. Statistics show that it is necessary to focus on the problem of tobacco use in Poland. Nearly 20% of Poles are exposed to so‑called passive smoking in the workplace. In households, up to 4 million children daily are victims of passive smoking. The objective of the study is to assess the legal regulations in Poland related to the implementation of the FCTC. description of the state of the art: FCTC (Framework Convention on Tobacco Control) or Framework Convention on World Health Organization’s Tobacco Use Limitation is the first international treaty created under the auspices of the World Health Organization. This document was created in response to the growing epidemic of tobacco use. Poland, while joining the FCTC, adopted a substantial part of the obligations, and in Polish law can be found implications in health and socio‑economic policy, aimed at the reduction and elimination of the use of tobacco products. Poland ratified the Convention and therefore agreed to the elimination of smoking from public areas. Summary: Full implementation of the FCTC and enforcement of national as well as local law concerning reduction of tobacco consumption, would probably protect millions of people from the hazardous effects of smoking or exposure to nicotine smoke in the environment, which would protect them from tobacco related diseases, or even death. It may be presumed that a total ban on smoking in the workplace would also be a perfect tool for the elimination of smoking in the household and, consequently, the total discontinuation of the habit.Key words: FCTC, ban on smoking in workplaces, tobacco addiction
