VIOLATION OF NATURAL RESOURCES USE AND PROTECTION RULES AS THE BASIS OF ADMINISTRATIVE AND DELICT RELATIONS

Abstract
The article investigates the violation of the rules of use and protection of natural resources as the main reason for the emergence of administrative and delict relations. In the course of the research an attempt is made to qualify violations of the rules of use and protection of natural resources by object; by the degree of blocking the obtaining of necessary goods by society; in the form of guilty, concerning delinquents that violate the procedural aspects of regime regulations in the field of use and protection of natural resources; criterion of level of condolence to technogenic changes of the environment.
