Abstract
The main features of education development under the circumstances of globalization are considered. The relevance of investing in human capital is underlined. The importance of the problem of higher education transition from being elite to becoming a public service is determined. The necessity of Higher education system reformation is indicated. The process of optimization of the network of universities in Ukraine is considered. The limits of labor market in Ukraine and the problem of youth employment are underlined. The main ways of reforming Higher education system are determined. The main types of risks for Higher education system are noted. The levels of education costs in Ukraine and EU countries are presented. The availability of education for different population groups having different levels of income in Ukraine is studied. The main tendency of prestige decline and loss of motivation to jobs of scientists and teachers in society is noted. Levels of education quality and the value of diplomas received by graduates are determined. The necessity of providing young people with education and scientific research for future development of these spheres is emphasized. The negative consequences of increasing competition from foreign Higher Education’ s institutions are established. The urgency of developing a new strategy for adapting Ukrainian universities for the conditions of increasing foreign competition and out flowing of students to study abroad is emphasized. The importance of providing education and science with the priority status for state support is determined. The importance of increasing the competitiveness of Ukrainian specialists is marked.
