ВЛИЯНИЕ РИСКОВ СИСТЕМЫ ОБРАЗОВАНИЯ НА НАУЧНЫЙ ПОТЕНЦИАЛ УКРАИНЫ

Abstract
The aim of the article is the allocation of the main risks of the education system that influence the development of scientific potential of Ukraine. The following risks of the education system, influencing the formation of the scientific potential сan be identified: low levels of technical support to the research process, slow implementation of scientific research in production; low level of scientific and information support of theoretical studies and developments; the risk of exposure to copyright for intellectual products; the risk of material, information and other restrictions when communicating with foreign colleagues. Increasing risks of timeliness of scientific work and efficiency of doctoral studies are shown in the article . According to the author, loss of high-quality human capital increases the risk to national security. In conclusion the paper states that minimizing loss of intellectual potential of the country requires an adequate response from the state through the development of public policies in the field of socio-economic development and national security.
