Vocational rehabilitation and employment of people with disabilities in China – letter of the law and the harsh reality

Abstract
This paper presents a system of vocational rehabilitation and support employs in China. This system is characterized by a great diversity of instruments used. Despite regulations by the central government, most elements of the system are regulated by the provincial government. This system also has two faces. On the one hand it appears as a modern system with its elements, and on the other as an unidentified hybrid that has many gaps. Despite many correct regulations, the system is abusive and disabled are used for slave labor. In evaluating the system it should be stated that in terms of system solutions it matches the European standards. Employment of people with disabilities and support for their employment is based on the principle of quota system. However, the provisions of the law are not enforced and the rights of persons with disabilities are violated. There are also drastic pathologies present. This makes China subject to criticism from international organizations.
