ВЫБОРЫ И ВЫБОРНЫЕ ОРГАНЫ В КОНСТИТУЦИЯХ НАХЧЫВАНСКОЙ АВТОНОМНОЙ РЕСПУБЛИКИ СОВЕТСКОГО ПЕРИОДА

Abstract

The Nakhchivan Autonomous Republic was established on 9 February 1924 as part of the of Azerbaijan Republic in accordance with the 1921 Moscow and Kars Treaties. At that time, Azerbaijan and Nakhchivan were under soviet rule because of Soviet state administration was applied in the Autonomous Republic. "The Regulation of the Nakhchivan Autonomous Soviet Socialist Republic" adopted in April 1924 was the first constitutional document of autonomy. The first Constitution of the Autonomous Republic was adopted in 1926 and Nakhchivan was declared the "Soviet Socialist State of Workers". At that time, the power in the autonomous republic belonged to Soviets but the supreme power body belonged to the Nakhchivan Soviets Congress and the Central Executive Committee. The second Constitution adopted in 1937 declared the Autonomous Republic "The socialist state of the workers and peasants". Meantime, supreme power in Nakhchivan Autonomy belonged to The Supreme Assembly of the Nakhchivan ASSR which was elected for a period of four years consisting of 80 members and its Presidium. Deputies of assembly′s of district, city, settlement and village functioned in places. The executive power belonged to the Council of People's Commissariat, as it was shown in the previous Constitution. The last constitution of Nakhchivan was adopted during the Soviet period in 1978. The term of office of the Supreme Assembly of Nakhchivan has been increased to 5 years and the number of deputies to 110 by this Constitution. 100 deputies were elected to the Supreme Assembly in 1975. The number of members of the Supreme Assembly's Presidium was nine. The Council of Ministers were the executive power body.
