WAYS TO IMPROVE THE LEVEL OF INTERACTION BETWEEN THE SUBJECTS OF PREVENTING AND COUNTERACTING CORRUPTION IN UKRAINE

Abstract

The author of the article has proved that the establishment of effective interaction in the implementation of anti-corruption policy assists to accelerate the process of information exchange between authorized subjects in regard to detected and documented corruption offenses, and also improves the feedback between anti- corruption institutions. However, the existing imperfection of the methods and forms of interaction between the above mentioned subjects negatively affects the effectiveness of the state’s anti-corruption policy and the level of credibility to the subjects of counteracting corruption. It has been emphasized that numerous conflicts that arise between specialized subjects of counteracting corruption and other law enforcement agencies while investigating corruption offenses, undermine all anti-corruption actions of the state. This testifies to imperfect distribution of powers, inconsistency of coordination mechanisms of joint activities, undeveloped reorientation in the anti-corruption system. The indicated shortcomings require comprehen- sive scientific elaboration. The author of the article has researched the regulatory basis of interaction between the subjects of prevent- ing and counteracting corruption in Ukraine, has systematized the shortcomings of such an interaction, which negatively affect the effectiveness of anti-corruption policy of the state. The main problems of inte- raction of subjects of preventing and counteracting corruption have been generalized. The author has subs- tantiated the expediency of such promising forms and methods of increasing the effectiveness of interaction between the subjects of combating corruption: the definition of the authority that is personally responsible for the implementation of anti-corruption policy, in particular, the issue of interaction between the sub- jects; development of the system of criteria for evaluating the effectiveness of interaction between these sub- jects; creation of a joint coordination council including the representatives of specialized anti-corruption institutions; activization of methodical work on the issues of interaction between the subjects of counteract- ing corruption; extension of the range of subjects of anti-corruption expertise of the drafts of regulatory acts; minimization of political pressure on anti-corruption institutions. The author has offered that system of criteria for assessing the effectiveness of the interaction between the subjects for combating corruption should include: the level of access to information used by various subjects of counteracting corruption; the quantity and effectiveness of jointly conducted special operations; the scale of involvement of joint logis- tical and other resources in the process of the implementation of legally defined functions; the state of con- trol of the interaction process; the level of public trust in the entire system of anti-corruption subjects.
