World experience of organizational and legal supply of cooperation at the state – business – public institutions axis

Abstract
The article deals with the relations between the state, business, and public institutions represented by civic associations, which are aimed to develop the state economically. The issue of organizational and legal support in different countries to achieve the common goal and taking into account the interests of different sections of the population in the state reforms is examined. The author researched the development and establishment of tripartism in countries worldwide, especially in Germany, Hungary, and the United Kingdom, for systematizing the trend experience and the result. The author also explores and outlines the trends of the leading institutes of inter-sectoral interaction development, such as the Institute of Social Partnership and the Institute of Public-Private Partnership, and the dispositions of their actions at all levels of interaction. During the research, the author identifies the productive mechanisms of intersectoral interaction for implementation in the Ukrainian realities and taking into account Ukrainian peculiarities of the social development. Within the research, the social partnership has been identified as an institute of the tripartite partnership and the processes of its formation in Germany, Hungary, and the United Kingdom are considered. The author has proven that the effectiveness of tripartite partnership should be increased due to the achievement of synergy effect according to the observance of social, legal, financial rules and norms considered in the investigated regulatory, legal documents, by the interaction of its participants. The results obtained during the analysis of the worldwide experience of regulation between sectoral interaction with the help of the regulatory and legal base, are the useful regulatory basis of sectoral interaction, which gives a synergistic effect that influences the effective development of society. And projects that are implemented in the course of involving all three sectors are focused on contractual terms (concessions), regulation of relations. That’s why, due to the expense of observing the conditions of the participants in the tripartite partnership can achieve a synergistic effect in the socio-economic and environmental spheres, and thus in society as a whole.
