Wybory do Sejmu PRL z 1952 r. i rad narodowych z 1954 r. w propagandzie w powiecie częstochowskim (wybrane zagadnienia)

Abstract
The Legislative Sejm in 1952 enacted the constitution of the People’s Republic of Poland. In article 8 of the constitution the principles of Polish parliamentary electoral system were included. The communist authorities used different methods of propaganda to persuade the society to take part in the election. The following methods were applied: individual agitation, mass propaganda, press, publishers, radio, visual propaganda ( posters, political campaign slogans, monuments ), in return for privileges the well-known artists and writers were invited to cooperation. During the Stalinist period two elections were held – to the Sejm (the Polish Parliament) in 1952 and to the National Councils in 1954. In the Częstochowa county the communist authorities administered different measures and methods of propaganda e.g. scientific authorities were used to convince the society to the new constitution and the new electoral code. Moreover, well-directed meetings in factories and villages were organized. During these meetings selected people took the floor and “ praised” the advantages of the enacted a few months earlier constitution. Another method of the communist propaganda was using the contrasts and looking for the enemies. Anyone who did not support the communist authorities was the enemy. When the propagandists ran out of measures and methods of information transfer, they decided to use emotions. Ten days before the election to the Sejm in the local press they started counting down the days left to the election. This way the tension was graded and the society was prepared to the election as if something unusual was going to happen. The society was trying to defend against the impact of mass communist propaganda but the only form of it was spreading usually false pieces of information by means of gossips and rumours.
