Abstract
This article is devoted to studying the process of forming the internal network and building a system of teacher education in the USSR during the 1920s. Which were based on their own Ukrainian Soviet concepts and models of education. Shown stages of the network of institutions of education, three-year teacher training courses, teacher colleges, the process of optimizing the network structure and educational institutions.
