Abstract
The article is devoted to the problems of improvement of the activities of internal security units on the operational-search crime prevention within the framework of the development of the Concept for ensuring internal security of the Ministry of Internal Affairs of Ukraine. Such Concept involves analysis of geopolitical situation and operational environment, the degree of threat to the state, society, interests, rights and freedoms of a person, the purpose and priority tasks of state policy in the sphere of assurance of internal security in general and system security of MIA and personnel in particular, the principles of providing with state policy in the sphere of internal safety of MIA and the National Police of Ukraine and also mechanisms of implementation of proposed Concept. The Concept implementation will be guaranteed by virtue of: – development and adoption of “preventive strategy” at the legislative level, which consists in the elaboration of the system of detection and neutralization of causes and conditions for crimes commission by employees of the National Police and their protection from criminal manifestations on the part of criminal environment ; – introduction of the model of personnel selection formation for units of internal security on the basis of professional profile diagram of officer of internal security service of MIA of Ukraine; – development of scientifically substantiated methodical recommendations for implementation of operative search activity with the purpose of assurance of internal safety of the system of MIA and the National Police of Ukraine, particularities of agent operational activity of internal security service, typical organizational and tactical algorithms for operative search prevention of crimes, conduction of official investigations by internal security service of MIA of Ukraine; – adoption of inter-agency Instruction “On Organization of Cooperation of Internal Security Services of Law Enforcement Bodies”, which should include the following norms: purpose, tasks and borders of team work, competence and authority of officials during interaction organization; cooperation forms, general principles of it; cooperation peculiarities in the process of operational search activities for prevention of crimes commission by officers of the National Police of Ukraine, threats to internal security, corruption crimes; control and monitoring procedure on the functioning issues of interworking entities with the purpose of system influence on the state and levels of corruption in the structural units of law enforcement bodies; general bases for realization of operative preventive activities against corruption; peculiarities of use of methods, means and powers, which are owned by the internal security units of different departments in order to prevent crimes against current employees and crimes committed by workers etc.
