ADMINISTRATIVE AND LEGAL REGULATION OF SOME SPECIES OF FOREIGN ECONOMIC ACTIVITY TO BE LICENSED

Abstract

It is investigated the main administrative and legal regulation aspects of foreign economic activity of Ukraine, which are subject to licensing, namely licensing of international transport. The problems are revealed in the system of administrative and legal regulation and certain directions of improvement the situation are defined. The significance of foreign economic activity in the socio-economic development of all countries, including Ukraine, is constantly increasing. At present, the political and trade vectors of our state are aimed to recognize it as an active member of the international economic space. It is well-known that the development of foreign economic activity of enterprises is impossible without the organization of its transport. At the legislative level, it is recognized that transport is one of the most important sectors of social production and it is designed to meet the needs of the population and social production in transportation. The questions of the transport of foreign trade for today are relevant for each country due to the deepening of the processes of international division of labor and cooperation of production, as a consequence of which, there is a continuous growth of volumes of international commodity flows. The application of state regulation of foreign economic activity is ensured by means of a special state-legal mechanism, it consists, firstly, of organizational and structural units, and secondly, on the administrative and legal means of influencing the relations that are formed in this sphere. Administrative and legal means are management acts intended to regulate relations in a certain area of activity, as well as to establish administrative restrictions and prohibitions. The methods of foreign economic transactions with export- import goods are given, and their transportation is a prerequisite for the development of a stable state and, in particular, for ensuring the social and economic development of Ukraine.
