ADMINISTRATIVE SUBCULTURE IN THE SOCIAL MECHANISM OF PROFESSIONALIZATION OF THE PUBLIC SERVICE

Abstract
The article explores the administrative subculture as a social phenomenon and an integral component of professional public service as a socio-cultural institution. In this article the author investigates the specificity of the administrative subculture as a social mechanism that reproduces a number of elements of social heredity, social memory and corporate attitude to the socio-historical connotations of management practices. The author notes that the administrative subculture, formed on the basis of social memory, represented by the dimensions of historical memory, cultural memory, political memory, fulfills the cultural function it reveals the creative potential for improving professional activity, and the creative measurements of the professionalization of the public service, orient it towards the development of social and innovative management capacity.
