ALGORITHM OF DEVELOPMENT OF ECONOMIC MECHANISM FOR ENERGY SAVING ON UTILITIES

Abstract
The need for the development of the effective mechanism of a conclusion of economy of Ukraine in General and on utilities have been analyzed, in particular, the crisis raises the important questions of forming of economic mechanism of energy saving on utilities of this sphere. The actual questions of developing the algorithm of economic mechanism for energy saving on utilities have been analyzed. The stages of the given algorithm of development of economic mechanism for energy saving have been determined in the process of study and each of them has been characterized. The peculiarity of the developed procedure is to implement a model as the tool of creative visualization of the external and internal environment challenges for enterprises in this field, to create of a separate structural unit at the enterprises of housing and communal services the Department of Energy Audit, installation of energy saving equipment, the use of alternative energy sources and diversification of sources of financing of energy saving measures. Development of proposals was carried out taking into account the realities of the domestic on utilities have been analyzed that will help to improve indicators of activity of such enterprises, enhancing the effectiveness of the implementation of the activities and programmes of energy saving on utilities of this sphere. Promising directions for further research are connected with developing the approach to bond issue due to implement energy saving programs based on public-private partnership within the framework of the in-house projects on utilities.
