ALGORITHM OF INFORMATIVE AND ANALYTICAL SUPPORT OF PRODUCTION RISKS ASSESSMENT ON THE BASIS OF THE ELMERY METHOD

Abstract
Purpose. The purpose of the given research is to analyze the existing approaches to the estimation of industrial risks, in particular, risks of accidents. One of the directions of the successful implementation of European approaches to the implementation of control and supervision and functions of the State Labor Service of Ukraine is the complex modernization of the system of informational and analytical support of its activities and implementation of risk-oriented approaches. The industrial risks assessment peculiarities are the establishment of the "harmful influence - result" dependence which is ultimately expressed in determining the harmful effects on specific workers of certain professional groups. Methodology. Taking into account a large number of existing risk assessment methods, the use of the Elmer method as the simplest and most suitable for use in enterprises of different industries was proposed. For the effective use of this method it is recommended to use data from questionnaires and statistics data on inspection activities on labor relations and occupational injuries. To adequately assess the production safety one can use the improved version of the Elmer index that suggest to group the threats identified at the enterprise into three risk levels (high, medium, low). Results. The algorithm for making managerial decisions is developed, designed for the preparation of scientifically substantiated recommendations for planning measures aimed at achieving the adopted occupational risk level. Practical value. Approbation of the proposed approach to the assessment of industrial risks was carried out at coal mines and machine-building enterprises. The main factors determining the risk of injury to workers are established. Conclusions. The analysis of industrial risks using the developed algorithm on the example of enterprises of the coal industry shows that the risk of injury depends on possible combinations of the values of the specific weight of the causes and types of events that led to an accident.
