Application of Methodology for Measuring Relative Effectiveness to Assess Influence of Innovative Potential on Effectiveness of Regions and Enterprises

Abstract

The paper presents ways of achieving organizational high performance in the context of regional innovative capacity. Innovative capacity is defined as the ability to create, diff use and consume innovations by the organization. It is worth noticing that innovations are not only high-tech inventions but also daily life items, processes and ways of organizing. Innovative capacity at national (regional) level is defined as the potential of a country (region) – as both a political and economic entity – to produce and commercialize a flow of innovative technology at a given point in time. As such, national (regional) innovative capacity depends on an interrelated set of fundamental investments, policies, and resource commitments that determine the extent and success of innovative effort in a country (region) over the long term. Most of the authors claim, that national (regional) innovative capacity is the outcome of innovative capacity of its inhabitants and enterprises, country (region) is some kind of container, organized in better or worse way (e.g. in terms of infrastructure) that can foster or hinder innovativeness. In the paper there are presented the factors of national and regional innovative potential such as the use of IT technologies by companies, the use of internet by households and companies, amount and type of current innovations, the number of high schools, the number of R&D employees, the number of academic employees, the number of students, innovation funding, registered patents, level of education, demographic patterns, cooperation between businesses and academic world. Moreover, the impact of innovative capacity on achieving high performance by organizations is assessed, where both micro and macro levels are taken into consideration. The second part of the paper presents the way in which gazelles achieve high performance using positive phenomena.
