BUDGET SECURITY AS A COMPONENT OF STATE BUDGET POLICY

Abstract
Today's budget policy in the Ukrainian economy is the most important component of the financial policy of the state. Budget policy covers targeted measures of the state on centralization in the budget of the produced gross domestic product and its use for public needs. The strategic objective of budget policy is the state`s organization of the necessary legal, organizational and economic principles to increase the role of the budget as an instrument for the formation and optimal division of financial resources between different parts of the budget system for its effective development, which is aimed at economic growth and raising the living standard of the population. Within the framework of evaluating the effectiveness of Ukraine's budget policy in the context of integration processes, it is necessary to determine not only the level of budget revenue, the optimization of the budget deficit and public debt, but also the state's economic security, its place in the global economic system. The effectiveness of budget policy should be evaluated by the extent of its implementation of proper functions. According to this, the effectiveness of budget policy can be reviewed both in terms of the implementation of the State Budget and in terms of the impact on the socio-economic dynamics in the state. To provide an objective assessment of the effectiveness of budget policy it is necessary to use the appropriate set of indicators, criteria and indicators. In addition, the assessment of the level of the effectiveness of the state budget policy is not only related with the determination of the level of budget revenues, optimizing its expenditures and covering the deficit, but also, first of all, ensuring the economic and financial security of the state. Therefore, analysis and determination of the level of budget security of our country is an important and urgent task. The current state and the main strategic ways of state`s budget policy are reviewed and analyzed in the article. The budget policy of Ukraine at the present stage is analyzed in terms of its main components. The state of budget security of the state as a component of national security of Ukraine is reviewed. An assessment of the budget security of the state according to the relevant indicators is carried out. The main threats to budget security at the present stage of socio-economic development are analyzed.
