BUDGET SECURITY OF UKRAINE IN COORDINATES OF HYBRID THREATS TO THE FINANCIAL SYSTEM

Abstract

Budgetary security is a particularly necessary condition for ensuring positive changes in the structure of the national economy, increasing social protection of the population, development of all spheres of society's life at the present stage of the implementation of reforms. The study of the features and regularities of the development of the budget system of Ukraine in the security context at the present stage becomes extremely urgent, since the provision of budgetary security is one of the key tasks of the state in solving urgent issues of socio-economic development: the level of security that the state is capable of To implement a budget policy that provides financial security and responds to national interests. In today's conditions, there is a dynamic deployment of direct and hybrid threats, which very quickly change the system connections, dynamics and trajectories of the development of any systems. New challenges are emerging and the already existing threats, caused by aggravation of structural imbalances of the financial system, are being transformed. Globalization and integration factors, the hybrid aggression of the RF against Ukraine and the military conflict in the east of the country led to the deployment of a chain reaction to increasing structural imbalances in the financial system of the state, which contributed to the exacerbation of existing problems and the formation of new threats in all its spheres. In particular, due to the indirect influence of a number of factors on the destabilization of budgeting factors and levers of budgetary regulation, the threats to the sustainability of public finances have now also become hybrid. The formation of appropriate mechanisms for detecting such threats and eliminating / reducing their flotation level is one of the important issues of relevance, which should be timely and timely. The article defines and analyses the main hybrid threats that have emerged in the financial system of the state. The directions of their reduction and provision of budgetary security in the context of raising the level of financial security of the state are substantiated.
