THE INTERNATIONALIZATION OF THE MECHANISM OF THE PUBLIC-PRIVATE PARTNERSHIP

Abstract
The aim of the publication is to study and generalize theoretical and methodological principles of the implementation of the public-private partnership (PPP) in the scale of the national economy and the development of the recommendations for the formation, practical use and further improvement of the mechanism of its regulation in the process of the internationalization of the approaches to the implementation of the specific projects. The methodological approaches to defining the essence of the PPP and the content of the mechanism of its regulation are summarized; the classification of modern forms and methods of the regulation of the PPP is specified; the international experience to use it in the economy of Ukraine is systematized. We formulated, based on the international experience of implementing the PPP projects, proposals for expanding the list of indicators evaluating its effectiveness, diversification of the recommended to use models of partnership in separate regions of the state, continuous improvement of already functioning model «matrix of risks» of the implementation of the PPP projects, the expansion of risk categories, development of the detailed maps of their prevention, weakening and elimination, elimination of the possible threats of the implementation of the partnership projects for places of the deployment in the implementation of regulatory acts of the bodies of public administration (BPA), expanding the list of stages of the implementation of the PPP projects, which differs from the current procedures in presence of the additional items, practical use, taking into account the specificity of the national legislation on the PPP model «mixed contract of life cycle» (DBFM), in contrast to the traditional «contract of life cycle» – modification of PFI, which is analogous to DBFO (Design – Build – Finance – Operate) of the PPP, involves its use in conjunction with the «mixed structure and investment funds» whose use is prevalent in the EU for the programming period 2014-2020, the introduction by the BPA of the mandatory procedures for monitoring the implementation of the PPP on algorithm, in which indicators of the efficiency or their discounted values serve as the object of monitoring.
