Civil service as a sphere of functional management of the National Agency of Ukraine on Civil Service.

Abstract
The article is devoted to the consideration of an issue of the definition of a concept, content, and boundaries of civil service as a sphere of functional management of the National Agency of Ukraine on Civil Service. An at- tention is paid to the definition of the legal position of the heads and members of state collegial bodies, heads (head, secretary, commissioner) and their deputies, who do not belong to politicians or public servants. Thus, we determine such a category of a civil servant as functional civil servants i.e. authority who perform their activities primarily in state collegial bodies on the implementation of tasks and functions of the state and who do not belong to the category of politicians and civil servants. There are three aspects of the field of civil service: 1) institution- al; 2) functional; 3) structural. It is determined that the sphere of civil service is legal relations related to the ac-tivity of the relevant state bodies in creating legal, organizational, economic, and social bases for the exercise by citizens of Ukraine of the right to civil service.
