Classification of administrators of public service in judicial power

Abstract

The article is devoted to questions of improvement of public service in bodies of judicial power. Attention is not given to a wide range of subjects that are empowered to administer public service in the judiciary. Their classification is carried out and powers are investigated. The court, exercising justice on the principles of the rule of law, ensures everyone the right to a fair trial and respect for other rights and freedoms guaranteed by the Constitution and laws of Ukraine as well as international treaties, the consent of which is binding on the Verkhovna Rada of Ukraine. In view of the foregoing, a number of issues arise, first of all, with the formation of a professional judge corps, as well as organizational support for the work of the courts themselves: clerical work, organization of court sessions, joint activities with other state authorities. It is clear that the fulfillment of these tasks should be done by officials and specialists who also have to meet certain professional requirements. In view of the recent changes in the issues of passing public service in the judiciary, the emergence of new entities in its management, we consider it relevant and appropriate to highlight issues related to the provision of judicial bodies by the professional body of public servants. It is not possible to disclose this issue, it did not cover the subjects of administration by public service in the judicial authorities, to clarify their system and powers. Taking into account the foregoing it may be noted that in our country there has been a complex and multifunctional system of administration of public service subjects. In our opinion, we propose to classify the system of subjects of administration by public service in judicial bodies as follows: 1) external subjects in relation to the judiciary; 2) specialized public service administration bodies in the judicial authorities; 3) bodies of judicial and public administration by public service in judicial bodies; 4) subjects of administration by public service in each particular court.
