Contemporary forms of undemocratic state (political) regime

Abstract
In the article some undemocratic forms of the state (political) regime and their features in modern conditions are considered. The focus is on the oligarchic and neototalitarian political regime. Characteristics and varieties of undemocratic political regimes are defined. The political and legal status of a person, the reality of the protection of his own rights and the level of development of political democracy in the state serve as the basis for determining the form of the state (political) regime. A significant disadvantage of interpreting the form of the state political regime as a component of the state form is the practice of simplifying its presentation as only two main varieties: democratic and undemocratic. Particular attention is drawn to the need to determine the specifics of the final one. First of all, the transitional and latent forms that fall under the current conditions fall out of sight. The hidden nature of undemocratic power, the presence of formal democratic features is today a hallmark of neototalitarian forms of the state (political) regime. The generally accepted division of the non-democratic regime into authoritarian and totalitarian varieties seems not to be a complete, not to say, primitive approach to understanding the totality of those techniques, methods and methods, and the exercise of state power. Formal declaration of one of the varieties of a democratic political regime, taking into account the elitist nature of the state, does not yet provide true true democracy, since the majority's view can be shaped by external influence, through the use of numerous soft power technologies. In today's conditions of frustration with the processes of globalization, the crisis of multiculturalism, the radicalization of society, totalitarian regimes receive a new life in the form of hybrid forms - flexible, latent and disguised. In a globalized society and the proclamation of the ideology of liberal democracy as an unshakable model, the oligarchic ruling elites must rely not on the legalized apparatus of coercion, but on radical paramilitary groups that realize the interests of true subjects of power. The fourth technical revolution and the globalization of the world, led to the development of another form of undemocratic regime - digital totalitarianism.
