CONTENT ANALYSIS OF THE BASIC LEGISLATIVE ACTS OF THE UKRAINIAN CENTRAL RADA

Abstract
The article deals with the content analysis of the basic legislative acts and bills of the Ukrainian Central Rada - Four Universals and constitutional projects 1917–1918. The perception of these acts has been considered in Ukrainian historiography. The main assessments of their historical significance and legal content are determined. The main parameters of the semantic nucleus of acts have been revealed through numerical methods. The ratio of the frequency of use of certain words (concepts) and word combinations is analyzed too. The Universals of the Central Rada have been determined, except for the Second Universal, as mostly declarative and defiantly democratic with the almost complete absence of elements of socialist ideology. The projects of the constitutions 1917–1918 have had a similar character, and also the outlined principles of democracy and civil liberties. At the same time, its low conformity to the programs of socialist transformations, declared by the Third Universal, is noted. The popular opinion about the Universals as an embodiment of the ideological convictions of the leaders of the Central Rada has been refuted by the correlation of the semantic elements of the studying documents. The conclusion about their populist nature has been made. New possibilities of a detailed study of this problem have been outlined.
