Creation and development of legal faculty university of St. Volodymyr in the first half of XIX century

Abstract

The article describes the process of establishing a law faculty at the University of St. Volodymyr in the first half of the nineteenth century. The difficult socio-political conditions of life of the Ukrainian people during the period of incorporation of Ukrainian lands by neighbouring countries – Russia and Poland are shown. The conditions of the creation of the University of Kiev in 1834 against the background of the struggle for the independence of the Polish people on the Ukrainian lands were revealed. The sociopolitical changes in the Russian Empire, which played an important role in the creation of the university, were highlighted. In particular, reflects the reform activity of Emperor Alexander I and his main ideologist M.M. Speransky, who sought to carry out a liberal reform of the public order in the country through the abolition of serfdom, the adoption of a constitution, the safeguarding of the rights and freedoms of every citizen, the division of power into three main branches: legislative, executive and judicial, with the aim of consolidating autocracy. In addition, it reflects the contribution of M.M. Speransky in the creation of the first systematized legal act «Code of Laws of the Russian Empire» and the reform of higher legal education through the preparation of a young, fundamentally new generation of domestic lawyers, brought up in the progressive conditions of the development of European law. The first generation of pupils of M.M. Speransky became the first teachers of the University of St. Volodymir in Kiev. Thus, in Kyiv, a law-based faculty in the Russian Empire was created fundamentally new in the methods of work, which in the future became a powerful center for the development of Ukrainian legal science.
