Current state and efficiency of interaction of civil society institutes in Ukraine

Abstract
The article is devoted to the actual problem of institutional interaction of civil society and state authorities in modern Ukraine. The author aims to analyze the current state, focusing on the appropriate means and tools for influencing the effectiveness of the interaction of civil society and state institutions. The use of structural and functional analysis and the systematic method as the main ones in the study made it possible to conclude that the mechanism of involvement of civil society institutions in Ukraine in the process of political decision-making has various structural and functional disadvantages. The result of the work is practical recommendations for eliminating these obstacles and improving communication between civil society and the state. Ensuring an adequate level of interaction between the state and civil society is an urgent and necessary component of Ukraine’s political modernization and democratization, which is a direct way to achieve social stability in the future. Mutually beneficial partnership between the state and elements of civil society is possible only in the context of a parity dialogue; therefore, the issue of inventing the latest means of communication and the corresponding interactions is extremely relevant The state’s interaction with civil society should be aimed at strengthening the process of democratization of the authorities, developing and strengthening civil society institutions, strengthening their communication and expressing the desire of the authorities and civil society to establish cooperation with the aim of further improving and developing partnership relations. At the same time, it should be noted that to date Ukrainian realities indicate that in the existing mechanism of involvement of civil society institutions in the process of political decisionmaking there are various structural and functional disadvantages. Progress of civil society in Ukraine under current conditions is possible not only through the inclusion in the process of social development of all opportunities and potential of a democratic state, but also through the use of all achievements of the civil society sector. All political attempts to implement radical changes in our country, and above all to carry out reforms in the economy and social sphere, will be useless without taking into account the human factor and the degree of development of civil society and its institutions. In summary, it should be noted that there are no reliable mechanisms for interaction be-tween civil society and state authorities. Communication is embryonic even now and requires systematic improvement. Indeed, democratic transformations have just begun, because civil society has recently entered a phase of self-awareness. However, it should be noted that the new challenges faced by our state have prompted the rapid development and activation of the civil sector. Thus, Ukraine has some optimistic forecasts regarding the development and effective functioning of public institutions and the implementation of the public’s influence on state policy. Political participation of Ukrainian citizens at this stage can be characterized as a kind of “awakening” of a civil society, which is based on the association of individual citizens in small but effectively functioning groups capable of rapidly joining new members and realizing their goals. At the same time, a rather significant problem remains unresolved, which may have an impact on the prospects for the development of civil society institutions in the future: the average level of awareness of individual citizens in political realities and the level of political culture remains rather low, which in the near future will be a major deterrent to increasing political participation of the public.
