Abstract

In the decade of the nineties the rhetoric of free trade and commercial opening dominated the scene of Latin-American integration, through the initiatives chased by the United States (NAFTA and FTAA), as well as other subregional initiatives, MERCOSUR and CAN, under the ECLAC ‘open regionalism’ orbit. These trends were accompanied by the application of neoliberal policies, shaped under the Washington Consensus. After the IV Summit of the Americas in 2005 (Mar del Plata), the regional scene would change. From the defeat of the ALCA, we are witnessing a redesign of the integration that has called into question those commercialist paradigms . As a consequence, there have appeared new integration initiatives that left aside the commercial problematics and now chase major instances of sovereignty and regional autonomy. Such is UNASUR’s case, which tries to displace the geopolitical influence of the United States in South America across the OEA.
