DELEGATION AS A FORM OF REALIZATION OF ECONOMIC COMPETENCE BY LOCAL SELF-GOVERNMENT BODIES

Abstract
The article is worded opinion on the feasibility of improving current legislation of Ukraine to clarify the definition of “delegated authority”, providing that the subject can be a delegate powers and economic powers of government (including local authorities), are not related with their power status. It is proposed in the normative plane to consolidate the provision that the economic powers of local self-government bodies may be delegated, except for local state administrations, other bodies of local self-government, communal enterprises and economic entities of the private sector. It is substantiated that among the legal grounds for delegation, in addition to the law, it is expedient to allocate the conclusion of an economic contract.
