ДЕРЖАВНИЙ МАТЕРІАЛЬНИЙ РЕЗЕРВ УКРАЇНИ: ПРОБЛЕМИ ТА ПЕРСПЕКТИВИ ФУНКЦІОНУВАННЯ

Abstract
S. Kovalenko. State Material Reserve of Ukraine: problems and prospects of functioning. The article considers essence and purpose of state material reserves. It was defined its role in modern conditions of economic and political crisis. The author emphasized the disadvantages and problems of existing in Ukraine system of the state reservation, the main of which is called imperfect system of determining the range of government stocks, norms of reservation and consumption, as well as a system for periodic updating of material values of state reserve. The analysis of the experiences of organization and management of state material reserves of Poland was made. Also the comparative analysis of the organizational structure and functions of the Agency for material reserves of Poland and the State Agency of reserve of Ukraine as a special body that implements the state policy in the sphere of material redundancy was made. On the basis of the analysis the deficiencies in the existing system of the state reserve of Ukraine and main directions, especially in need of reform, were mentioned. In addition, the author paid attention to the first steps of reforming of this sphere, which were made in 2015. This is especially true for the creation of reserves of fuel and petroleum products. Also the need of introduction of foreign experience and the creation of the European three-tier model of state provision are emphasized. In the result of this study, the author suggests ways to improve the effectiveness of the system of state material reserves, namely: improvement of regulatory acts on the regulation of work of state reserves, taking into account international experience; the need for monitoring threats of a different nature and develop on its basis the methods of determining range of reserves, rates of accumulation and areas of their use; introduction of automated system of accounting of the state reserves. It was also proposed to modernize the enterprises of state reserve and introduce incentives for them to encourage the supply of state reserves of goods, the creation of the necessary conditions of storage of material values, which is necessary for transparency of use of budgetary funds and increase accountability for the safety of goods and material reserve.
