DEVELOPMENT OF STATE POLICY INSTRUMENTS FOR NATIONAL ECONOMY SECURITY MAINTENANCE IN CONTEXT OF ANTI-CRISIS GOVERNANCE

Abstract
The article substantiates the approach to state policy for national economy security maintenance through integration of strategic planning system and anti-crisis governance system. Realization of such approach supposes formation and usage of two governing instruments, namely, strategic plan of economy development and system of strategic tasks of state policy for national economy security maintenance. It is shown that effective functioning of strategic plan of economy development requires its institutionalization and functional providing. Strategic tasks are understood as planned future events within or outside of economic system. These events can influence essentially on system capacity to achieve goals formalized in strategic plan. The functional model of mentioned system of strategic tasks is proposed. This system has to operate in addition mode to strategic plan of economy development.
