DEVELOPMENT OF THE CONCEPT OF RESOURCES MANAGEMENT AND SAVINGS ON WATER AND SEWAGE ENTERPRISES

Abstract
Resource saving management on the water supply and sewage enterprises can be interpreted as system approach to efficient resources using and saving by responsible executives in the spheres of production and management of the enterprise. It should be noted that in the current system of enterprise management, the task of managing resources and (or) managing resource saving remain unformalized, deprived of systemic decision and regularity. This fact reflects the disadvantage of the traditional management system, which is one of the actual issues of management practice. At present, the tasks of operational resource planning, accounting and control are carried out by financial and economic services (FES) enterprises that use accounting data to solve these problems. It is known that any system has its structure, interconnections, and most importantly, the idea – the purpose for which the assessment of the situation takes place, the analysis of the effectiveness of interconnections, the development of the concept and a set of concrete actions, so the inclusion of intellectual resources in the resource saving strategy completes the structure components of the concept of resource management. The paper describes the actual process of resources managing of the enterprise and identifies the ways and possibilities for its improvement. The concept of resource saving management is proposed, taking into account modern trends of management. The integrated organizational and management project including questions of methodical, informational and organizational support of the resource management and resource saving system is developed, which is advisable to implement as a pilot project. The practical significance of the process management implementing is determined. The problem of combining process and functional (structural) approaches in the management system of the enterprise is investigated. The effective algorithm of resources system control for process and structural approaches to operational management is offered.
