Disputes in the sphere of public law relations: separate theoretical and legal problems of a conflict approach to the definition of a concept.

Abstract
The article reviews the main approaches to the theoretical formation of the concept of “dispute in the area of public-legal relations”. Separately, attention is focused on the conflict approach of establishing the essence and content of the concept. A brief overview of studies in which the evolution of the approach in which the dispute is defined as a conflict solved by means of administrative legal proceedings is carried out. Critically evaluated provisions developed within the framework of domestic legal science about the dispute in the area of public-legal relations and formulated the main directions of rethinking the existence of this phenomenon within the limits of legal reality.
