EFFECTIVE STATE SUPPORT TO THE AGRARIAN SECTOR: US EXPERIENCE

Abstract
Purpose. The aim of the article is the development of theoretical, methodological and practical recommendations for the formation of effective state support in Ukraine based on US experience. Methodology of research. A set of special methods of economic research is used in the course of the research, in particular, using the abstract and logical method, the conclusions of the research results are formulated; with the help of techniques, induction and deduction, analogy and comparison, the generalization of the practice of agricultural regulation in the USA; the method of theoretical generalization is used in carrying out a critical analysis of the results of research by domestic and foreign scientists regarding the substantiation of the methods of state regulation in the United States. Findings. The practice of regulating agriculture in the United States is summarized in the following strategic directions: increasing competitiveness of agriculture and expanding agricultural markets, which are the basis for improving the country’s economic prosperity in the long run. It is suggested to use the US experience in fulfilling the program’s tasks with regard to: expanding the export opportunities of American commodity producers on the world market; promoting the establishment and development of international economic relations in the United States; improvement of the global sanitary and phytosanitary condition as a factor of stimulation of international trade in agricultural products. Originality. It is proved that global expansion in foreign markets is ensured by balanced state policy aimed at increasing the competitiveness of products, promoting exports, and stimulating external demand for American products. Practical value. The obtained results of the study on the strategic objectives of the US agrarian policy confirm the effectiveness of state support to the agricultural sector, built on stimulating domestic production, comprehensive support of agricultural producers, increasing the competitiveness of products, and promoting exports. With the help of regulatory levers, the state unites all members of the agro-food market – from the farmer to the final consumer, creating a so-called security grid.
