Energy Efficiency Policy and energy saving: the need for new approaches

Abstract
Post-revolutionary changes in the area of energy efficiency and energy saving, in particular the priority of energy modernization of housing, the introduction of financing mechanisms for energy conservation projects and the transformation of subsidies into the investment resource meant the transformation of energy efficiency and energy saving into a social institution, and policy in this area – into the direction of public policy. This needs to use the politological approaches in order to study this area – neoinstitutionalism, concepts of public policy, civil society, decentralization, symbolic politics.
