Enhancement of calculation method of concessionary payments

Abstract
A correction approved by the Cabinet of Ministers of Ukraine of 02.04.2016 №130 "Methods of calculating concession fee". Improved formal method of calculating the concession fee for the right to property management companies, their departments that are integral property complex or system of integral property complexes, which are used to ensure a complete cycle of production (works, services) and completion of construction in progress is determined concessionary the results of the concession tender and is calculated in three ways. The analysis of Ministers of Ukraine approved "method of calculating concession fees" came to the following conclusions: 1. In accordance with international methodologies to assess the effectiveness of projects must take into account the inflation rate through interest rate yield specification. 2. In assessing the investment attractiveness of the concession must use method aggregate value. Concession projects may look attractive for two reasons: (a) the project participants assumed some errors; (B) participants can expect to receive excess profits from the project if their use competitive advantages that economic rent. 3. The cost of fixed assets should be defined not as a mean value for the year, as well as the average annual price inflation.
