ESTIMATION PRINCIPLES OF THE LEVEL OF TRANSPORT SERVICES INTERNATIONAL MARKET’S ASYMMETRY

Abstract
Purpose is to build a theoretical propositions concerning the definition and justification of the necessity to consider the basic principles on which the assessment is conducted degree of asymmetry of the transport market. Methodology of research. Theoretical and methodological basis of research are scientific works of economists and experts of transport sphere, which examined the problems associated with the procedure of estimation the degree of disproportionality development of complex systems. In order to study specific problems, complex philosophical, scientific and special methods were used, including: in the framework of a comparative analysis, and synthesis fulfilled a generalization of existing approaches and definitions of asymmetry as a phenomenon that needs to be corrected; method of analogy, abstraction and concretization – for the analysis of approaches to the estimation and selection of priority options for the formation of a set of principles; grouping and comparison method to construct a list of the most powerful and effective principles that should be used in the implementation of evaluation procedures; systematic approach, methods of induction, deduction and justification for the formation of conclusions and recommendations. Findings. Is proposed analysis of approaches to the definition of "asymmetry in the transport market". Study the dynamics of realization of scientific work in this direction with the specification of certain areas that were not analyzed what was the reason for concentrating attention on those areas of economic activity. The expediency of formalization approaches to evaluating the degree of asymmetry of the transport market. Analyzed and articulated the need for a system of principles methodological apparatus as part of a comprehensive study of this phenomenon. Originality. For the first time it is developed a reasonable set of principles that is necessary and sufficient to carry out the transport services market asymmetry assessment procedures. Use of this list will provide an opportunity to generate high-quality methodology for carrying out the estimation, with the subsequent possibility of overcoming, or adjustment, the degree of asymmetric development of the world market of transport services. Practical value. The approaches to the evaluation process the degree of asymmetry of the transport market give an opportunity to improve the quality and reliability assessment. Taking into account the uncertainty of the environment, first of all operation, or survival, transport enterprises, using such approaches can be a sufficient ground for more measured and calculated decisions.
