Abstract
Pliant position of the European Union on Russia is undoubtedly one of the factors that undermine tools of the EU policy concerning Eastern Neighborhood policy, including Ukraine. Among EU member states, there is an informal belief that the former socialistic republics belong to the Russian sphere of strategic interests and its influence. Therefore, Russia affects European initiatives that significantly weaken it.
