Evasion from military service in the Right-Bank Ukraine in the years of the First World War (August 1914 – February 1917)

Abstract

On the base of unpublished archives documents and periodical materials press the author elucidated the problem of evasion from military service in the Russian army by men liable for call-up during the First World War. It’s cleared up that during 1914- 1917 the main ways of call-up were: bribery of medical commission members, falsification of health state, simulation of illnesses, arrangement to fictitious work, concealment. It is clear that at the beginning of war time the attempts of evasion from mobilization had episodical nature. It was explained by strong patriotic movement and temporary raising of service prestige in the army. The mass cases of the evasion were noticed even in 1916, when the society, inspire of great military propaganda, lost interest to the war conducting towards a triumphal end. The appearance of numerous publications in the newspaper of the Right-Bank Ukraine about the disclosure of those, who evaded, in order to censure them publicity, had no desired results. The contribution of evasion from military service turned to a very profitable business. The unwillingness of many men called up for military service to go to the war caused the appearance of whole underground organizations in the towns in the investigated region capable to give any service for a money consider ration, certificate of doing military service. All this, by the way, proved the rot of the tsar’s bureaucratic machinery, without which corruption of the mentioned organizations couldn’t be so effective and impudent. They were the most effective in Kyiv. In this large overpopulated city (according to some calculation, up to one million persons lived in it during the war) a many thousand army of those, who evaded concealed.
