EVOLUTION OF REVIEWS ON STATE REGULATION OF LAND AS A PRODUCTION FACTOR

Abstract
The retrospective analysis of the views of classics of economic science on the concept of “state regulation” is presented in the article. The author tries to explore the category of “state regulation of reproduction of land” through the prism of the basic provisions of normative economic science. As a consequence of the development of the economic doctrine of state regulation, different approaches to the understanding of both the term “state regulation” and the role of the state in processes related to the reproduction of land as a factor of production have been emphasized. Objective reasons that determine the need for state regulation of the modern economy include: the presence of monopoly and the lack of perfect competition in certain sectors of the economy; the presence of an imperfect pricing mechanism that makes the loss-making production of certain goods. In addition, it is determined by the author that this need is also conditioned by ensuring the stability and harmony of the development of society, adaptation to the conditions of a market economy, solving issues of international cooperation. The variety of approaches to understanding the essence of state regulation is discovered, which is reflected in the ultimate goal of its conduct, is revealed. However, despite the lack of a united approach to understanding the term “state regulation” connecting the point around which all scientists form their definitions is a form of implementation of the economic power of the state. The key properties of state regulation are shown, as well as the functions of state regulation of the modern economy are investigated. The key features of state regulation include: changing the behavior of economic entities in order to achieve the economic goals of the state; availability of state regulation tools that determine its mechanism; the fulfillment by the state of its functions and the rational use of limited resources
