FORMATION AND REALIZATION OF LABOR POTENTIAL OF AGRICULTURAL ENTERPRISES IN THE CONTEXT OF RURAL AREA DEVELOPMENT

Abstract
Introduction. One of the main factors for the stabilization of the agriculture is more thorough use of the internal resources, especially labour resources. The essential task of the administrative bodies of the agro-industrial complex is the staff assistance of rural areas. At present there is difficult situation with the reproduction of labour resources in the sustainable development of rural areas. They are greatly affected by the demographic situation, the life quality of rural population, job prestige, and financial support of agrarian educational institutions. Methods. The systems analysis is the basis of the study of the labor potential development. Various methods are used to resolve defined scientific tasks in the article, including: general scientific methods of analysis and synthesis, induction and deduction – for theoretical disclosure of nature of the problem; abstract and logical method – to summarize the existing approaches in the context of research, graphic method – to systematize and visualize the mechanism of strategic development of labor potential, elements of strategic analysis, including PEST analysis – for analysis of environmental factors. Resuits. It was established that the formation process and implementation of rural labor potential should be considered from the perspective of dynamism that is in the process of constant change and development. It is revealed that due to the dynamic continuity of the process of formation and use of labor potential, quantitative and qualitative characteristics of which are constantly changing. It is established that key aspects of strategic management should be focused on creating permanent conditions to improve employment options of employees according to the proposed conceptual scheme for development and implementation of management strategy for the development of labor potential. Discussion. Taking into account the relationship of personnel management and the competitiveness of enterprises will enable to create new competitive advantages for enterprises, improve effectiveness of the use of labor potential and strengthen its competitor market position. The perspective direction of the further researches is the substantiation of the system of indicators to measure of labor potential, which would give an opportunity to objectively evaluate the possibilities of enterprise in the field of human resources and purposefully manage the process for involving them in productive activities.
